Department of Licensing

Marcus Glasper, Director

Marcus Glasper started as the director of the Department of Licensing on April 1, 2023.

Before joining us, Marcus was the director of Washington’s Lottery. Prior to that, he served in leadership roles with the state’s Department of Revenue and Washington’s Department of Corrections. He began his career as an engineer with General Motors and spent a decade working for the United States Department of Energy, before joining state service in 2003.

Marcus is a native of Plaquemine, LA. He received his Bachelor of Science in Mechanical Engineering from Southern University in Baton Rouge, LA, and a Master’s in Engineering Management from Washington State University. He has also completed senior executive programs at Harvard’s John F. Kennedy School of Government, the USDA Graduate School, and the University of Washington’s Evans School of Public Affairs.

Administrative Law Office

Marguerite Friedlander, Assistant Director

The Administrative Law Office provides due process interviews and hearings for drivers and professionals prior to the agency taking adverse action against their license.

Administrative Services

Evelyne Lloyd, Assistant Director

The Administrative Services Division provides several support functions for the agency, including facilities, project management, public records, contracts, and purchasing.

Business and Professions

Jennifer Clawson, Assistant Director

The Business and Professions Division oversees licensing and regulatory activities for 34 professions. The division also collects Washington’s fuel tax, manages Uniform Commercial Code filings, and maintains the state’s firearms database.

Customer Relations

Kim Zabel, Assistant Director

The Customer Relations Division includes 51 driver licensing offices and a mobile office, DOL2Go. In addition, the division oversees the 39 county-led and 130-plus privately owned vehicle licensing offices throughout Washington.

Digital Communications and Outreach

Nathan Olson, Assistant Director

The Digital Communications and Outreach Office delivers internal and external communications, handling media relations, web content, social media, and community outreach.

Equity, Performance and Accountability

Frederick Wade, Assistant Director

The Office of Equity, Performance, and Accountability provides several support functions for the agency, including equity, data management, research and analytics, and forecasting.

Financial Services

Rachel Swanner, Chief Financial Officer

The Financial Services Office manages the agency’s $500 million biennial budget and supports the collection of over $3 billion in revenue.

Human Resources

Traci Orr, Assistant Director

The Human Resources Division supports the agency’s 1,500 employees through recruitment, consultation, labor relations, payroll, and professional growth.

Information Services

Thomas Heichelbech, Chief Information Officer

The Information Services Division leads the agency’s technology portfolio, including public-facing IT systems, internal applications, and information security.

Internal Audit

David Tuckett, Internal Auditor

The Internal Auditor provides independent assurance and consulting services to evaluate the effectiveness of the agency’s governance, risk management, and internal controls.

Legislative and Policy

Molly Voris, Assistant Director

The Legislative and Policy Office oversees the agency’s state and federal legislative strategy, rulemaking, and policy development.

Programs and Services

Brad Benfield, Assistant Director

The Programs and Services Division administers driver records and oversees the agency’s commercial driver license, traffic safety, driver training, and motorcycle safety programs.

Tribal Engagement

James Manuel, Tribal Liaison

The Tribal Liaison leads the agency’s engagement with Washington’s 29 Sovereign Tribal Nations, managing dozens of fuel tax and license plate compacts.
