Upcoming fee increase

The Department of Licensing (DOL) is required to regularly review revenues and expenditure for services offered and establish fees at levels sufficient to cover the costs of providing and administering those services. This annual review has been completed, and it has been determined that fee adjustments are necessary to maintain the long-term financial stability of the Uniform Commercial Code (UCC) service. Fee increases will take effect on January 1, 2027.
Service fees support a variety of department functions, including processing requests, maintaining records, providing customer service, supporting information technology systems, and carrying out other necessary administrative responsibilities.
DOL will begin the formal rulemaking process related to fee adjustments on July 1, 2026. Information about the revised fee schedule will be provided before January 1, 2027.

Cosmetology Testing Examiners Needed for New Testing Vendor
What is Happening
The Department of Licensing is currently changing cosmetology testing vendors. The new testing vendor as of May 1st, 2026 is Prov, Inc. Prov, Inc. is a national testing company that will administer the National Interstate Council of State Boards of Cosmetology (NIC) examinations for the Department of Licensing.
Prov is currently looking for testing examiners.
If you work for or are affiliated with a barbering, cosmetology, esthetics, or nail technology school, you would not be eligible to work as an examiner so please disregard this email.
- To be an examiner, you must have a MINIMUM of 3 years' experience working in the industry.
- This is a part-time position, typically working approximately 1 day a week, so it is a perfect position for those who also work in a barber shop or a salon.
- Examiners are contacted approximately 4 weeks prior to an exam date to check availability.

Update to Inspection Report for Salon Shops and Schools Begins April 6
What’s changing?
Starting April 6, 2026, your inspection report will look a little different. Inspection Reports will no longer include a number score (like 14 or 15) or a “Pass/Fail” result.
Why the change?
Scores and pass/fail results can make it seem like some areas of improvement are acceptable. Our goal is to make sure all standards are met, so reports will now focus on informing of areas of improvement that need to be corrected and ensure compliance.
What will the new report show?
Your inspection report will clearly list:
- Any areas of improvement found during the inspection
- Steps needed to correct them, based on state laws and regulations.
Do I need to do anything?
No action is required at this time. We simply want to inform you that the report’s format will be changing

Your input on a new cosmetology law
Last year, the Washington State Legislature passed a bill to make sure students in the cosmetology industry receive specific training on the care, styling, and treatment of textured hair. The bill also requires Washington cosmetology schools to provide training on cultural awareness, history, and the significance of textured hair care in diverse communities. This bill went into effect on March 1, 2026.
We're seeking input from organizations and communities. Please join us for a series of meetings to help us understand how to better support schools in meeting the intent of this new law. Our hope is that your input will give us the knowledge we need to set clear standards for schools on how to meet these requirements.

Background
In 2025, the Washington State Legislature found that nearly 65 percent of the world’s population has hair with natural coils, curls, kinks, spirals, and/or waves. However, many people don’t have equitable access to hair stylists with skills and experience to provide professional services for their hair type because training tends to focus on fine, straight hair. The Legislature passed House Bill 1874 requiring cosmetology-related training programs to update their curriculums to include maintenance, treatment, and styling diverse hair types. This includes cultural awareness, history, and the significance of textured hair care in diverse communities.

Department of Licensing - Professional License Review Act
Cosmetology Listening Session
The Department of Licensing (DOL) would like to invite you to participate in virtual listening sessions to assist us with the 2026 Professional License Review Act (PLRA) and program review.
The Professional License Review Act requires the Department of Licensing (DOL) to submit an annual report reviewing 10 percent of our professional and business licenses. The report will include a review of requirements, fees, training hours, barriers to licensure and comparisons to other states.
Why is DOL holding listening sessions?
The intent of the listening session will be to gather feedback on any barriers or concerns facing licensees when getting licensed.

What’s Happening?
In the 2023 Legislative Session, the Professional License Review Act passed, requiring the Department of Licensing (DOL) to: “annually review and analyze approximately 10 percent of the professional licenses regulated by the department and prepare and submit an annual report”. This process will provide a review of all business and professional licenses in 10-year cycles.
What is DOL doing?
For the 2026 reporting cycle, DOL will be reviewing the 2 following professions:
- Cosmetologists
- Notaries Public
We are beginning the review of the indicated professions, which includes stakeholder outreach. This notice is serving as a beginning awareness of the review. We will send further communications as needed.
How does this impact you?
Licensees should experience minimal to no impact with this review. The report is due to the legislature August 31, 2026. Once complete, the report will be made available to the public on the Department of Licensing Reports to the legislature webpage starting in late 2026.

New School Curriculum Needed for Textured Hair
The Department of Licensing (DOL) is implementing House Bill 1874, for textured hair training. This bill goes into effect March 1, 2026. Textured hair is defined as hair that does not lie straight.
Schools will need to update their curriculum
Registered training schools must update their curriculum by March 1, 2026, to include textured hair training. Provide proof of the new curriculum at the first renewal after March 1, 2026. This training is part of the original hours required for students and apprentices relating to cosmetologists, barbers, estheticians, and hair designers.
The updated training must include:
- Techniques for cutting, styling, and chemically treating textured hair.
- All products and tools that are made for textured hair.
- Best practices for maintaining healthy hair texture and scalp.
- Cultural awareness, history, and significance in diverse communities.
DOL will do rulemaking to update the Washington Administrative codes (WACs) before March 2026.

Renew your cosmetology license now
If your cosmetology license expires on April 30, 2025, you need to renew now! You can renew up to 120 days before your license expires. There will be a late fee if you don’t renew before your license expires. There may be a delay in receiving your new license if you wait to renew.
What do I need to do?
Renew your license before April 30, 2025 to avoid delay. Renewing online is faster, and you can print your new license as soon as you complete the renewal. Learn how to log in or sign up.
To renew your license by mail, follow the instructions on the renewal form.
How will I get my license?
If you renew online, we’ll send you an email about how to print your license. If you want a copy of your paper license, you can request that online or when mailing your renewal form.
