Third-party examiners ride with applicants and administer the CDL skills examination for those working toward a CDL.

Available positions

We are always accepting applications for third-party examiners. Applicants will be selected for contract to fill a need in specific locations across the state. We can use applications to fill future needs for up to 1 year from the application date.

Standard independent third-party examiner

An independent third-party examiner can administer CDL skills examinations for all endorsements.

Our Licensing, Endorsements, & Traffic Safety (LETS), CDL Team within our Programs & Services Division (PSD) is currently recruiting multiple Third-Party Examiners (TPEs) with expertise in all areas of CDL Endorsements. Class A, B, HazMat, School Bus, and Passenger.

 

Washington state has 11 deep-draft ports, with 7 of them on Puget Sound. There is a surge in demand for CDL (Commercial Driver’s License) drivers in Washington state. The rise of e-commerce and the need for truck drivers to transport goods are driving this demand. Which means there’s a need for more Skills Examiners to test new drivers seeking their CDL Endorsement. We’re looking for motivated, trust-worthy, dedicated and honest Washingtonians to partner with us via contract. As an Independent Contractor you’re self-employed, with the benefits of being your own boss and making your own hours… and we’ll train you for free!

Duties:

As an Independent Third-Party Examiner, you’ll have your own test site where you will perform moderately complex Skills Examinations for CDL candidates. You will review applicant eligibility, schedule exams, score inspections and maneuvers, and upload the results. This role works in an outdoor environment and needs someone who enjoys serving their community and is eager to learn and take on new challenges.

Some of what you will do:

  • Attend an in-person training with the CDL Compliance Team to become a Certified Skills Examiner.
  • Locate and design a Test Route that will act as your workspace while conducting Skills Examinations.
  • Observe and score applicants while they perform the Vehicle Inspection, Basic Controls, and Road Test portions of the Skills Examination for their CDL Endorsement.
  • Document all portions of the Skills Examination and upload the results into the Commercial Skills Test Information Management System (CSTIMS).
  • Maintain customer records in a secure environment to protect Personally Identifiable Information (PII).

To Qualify:

Applicants must have 5 years of overall driving experience and hold an active CDL with at least 2 years of experience driving one. A driving record without any major infractions, in addition to not having any suspensions, cancellations, revocations, disqualifications, or denials within the last three years.

Requirements are:

  • Two (2) years as a CDL Driver, with Five (5) years of total driving experience.
  • Applicants must live within 50 miles of our State boundaries and either have a business or be employed in Washington.
  • Must be able to store customer records in a secure place and be available for auditing with or without notice.
  • Must attend all DOL trainings and test a minimum of 10 applicants a year.
  • Maintain a 1 million dollar Certificate of Liability Insurance and a Surety Bond of 25 thousand dollars.
  • Pass a WSP and FBI background check upon contract execution and every renewal.

  • Experience as a Third-Party Examiner.
  • Ability to communicate complex information to others to help them learn, understand, and apply specific principles, techniques, or information.

Additional conditions of contracting:

  • Prior to a new contract, a background check including criminal record history will be conducted.
  • This contract will require Performance Assessments annually.
  • This contract requires Auditing

School bus independent third-party examiner

A school bus independent third-party examiner can only administer CDL skills examinations for bus and passenger endorsements.

A transit third-party examiner can only administer CDL skills examinations for passenger endorsements.
