The License Express for prorate and fuel tax online system is an easier and faster way to manage your fuel tax accounts.
What is License Express?
License Express is an online system for managing prorate and fuel tax accounts. It replaced the Taxpayer Access Point System (TAP) in March 2025. When it launched, an email was sent to those with existing TAP accounts with directions on moving their account to License Express. If you had an account in the TAP system, you must transfer it to License Express.

- Fuel tax, IFTA, and dyed diesel licensees
- Fuel tax refund customers
- Tribal governments
- Service agents

- File and pay IFTA, fuel tax, and dyed diesel tax returns and amended returns
- File fuel tax refund claims
- File and pay IRP registrations and supplements
- Manage your profile and accounts
- Make secure, convenient payments online with your credit card
- View and print:
- IRP information and temporary authority
- Tax returns and refund claims
- Account balances
- Correspondence related to your account
