Dyed diesel

Dyed diesel (also known as marked fuel, farm fuel, or "red-dyed" diesel) is fuel with red dye added to indicate there are no federal or state fuel taxes paid. It's commonly used for non-highway farming equipment, construction equipment, generators, and marine vessels.

Set up a new dyed diesel account

Set up a new dyed diesel account

This guide is for new customers who have registered their License Express account but haven’t added dyed diesel to their License Express account. You can do this for yourself or as a service agent conducting business on someone else’s behalf.

You must set up a License Express account before you can set up a Prorate Fuel Tax (PRFT) account for dyed diesel.

Who can use dyed diesel

Only nonprofit businesses and government entities can use dyed diesel. You can learn more about the laws that apply to dyed diesel on the Washington State Legislature’s website.

Gather the required information

Before you get started, gather all of the following:

  • The legal name of the entity applying for the account
  • The entity’s Federal Employer Identification Number (FEIN)

Nonprofit organizations also must:

  • Have a Unified Business ID (UBI) from the Department of Revenue
  • Be registered with the Secretary of State

If you’re appointing a service agent

If you’re setting up an account for yourself and appointing a service agent, you’ll also need:

  • The service agent’s Federal Employer Identification Number (FEIN) or Social Security number (SSN) — whichever they use when they pay their federal taxes
  • Your service agent’s contact information · A signed and notarized power of attorney assignment form that authorizes your service agent to manage your account

If you’re a service agent setting up an account for someone else

If you’re registering on behalf of someone else, you’ll need to upload an electronic copy of a signed and notarized power of attorney assignment form. Remember, don’t sign the form until you meet with a notary public.

Even though the form doesn’t reference dyed diesel, you can use the form to set up a dyed diesel account for someone else.

Set up a dyed diesel account for yourself

If you are a service agent, you can jump to instructions for setting up a dyed diesel account as a service agent.

1. In the dropdown menu under “Select account type to start registration,” select “Dyed Diesel.” Choose the “Next” button.

2. Read the “New Account Registration” instructions, then choose the “Next” button.

3. If you’re a nonprofit, you’ll need to indicate your organization’s type. If you’re a government agency, skip to step 4:

  1. If you’re registering for the American Red Cross, choose the “American Red Cross” option.
  2. If you’re registering for any other nonprofit, choose the “Non-Profit Organization” option.
  3. Choose the “Next” button.

4. License Express will pre-fill the address you entered when you set up your account.

Indicate whether your physical, mailing, and location of records addresses are all the same. In most cases, this will match the information you entered when you set up your License Express account:

  1. If they are the same, choose the “Yes” option and choose the “Next” button. Skip to step 5.
  2. If they are different, choose the “No” option.
  3. If your mailing address differs from your physical address and License Express didn’t auto-fill the field, navigate to the “Mailing Address” field to enter your correct mailing address.
  4. If the address where you store your records differs from your physical address and License Express didn’t auto-fill the field, navigate to the “Location of Records Address” field to enter the address where you store your records.
  5. Choose the “Next” button.

5. Enter at least 1 contact for your nonprofit business or government agency:

  1. Choose “Add a Record.”
  2. In the dropdown menu under “Contact Type,” select who this contact is.
  3. Enter their first and last name.
  4. Optional: Add an email address for your contact.
  5. Enter at least 1 phone number for each contact. In the dropdown menu under “Country,” select the country for the contact’s phone number. License Express will automatically select “USA.”
  6. In the dropdown menu under “Phone Type,” select the contact’s phone number type.
  7. If you want to add another contact, choose “Add a Record” and repeat steps 5.2 through 5.6.
  8. When you have entered all relevant contacts, choose the “Next” button.

6. Choose whether you want to appoint a service agent:

  1. If you don’t want to appoint a service agent, choose the “No” option and choose the “Next” button. Skip to step 8.
  2. If you want to appoint a service agent, choose the “Yes” option and then choose the “Next” button.

7. Enter your service agent’s information:

  1. In the dropdown menu under “Service Agent ID Type,” select the type of ID number your service agent uses for their federal taxes. The Employer ID number will be their FEIN.
  2. Enter their FEIN or SSN.
  3. Choose the button that says “Choose File or Drop Here.” Select the signed and notarized power of attorney form and then choose the “Open” button.
  4. Under “Effective From,” enter or select the date from which the appointment is effective.
  5. Enter your service agent’s contact information. Optional: Enter your service agent’s contact information.
    If you choose to enter a physical address for your service agent, License Express will validate it. You do not have to use the “Validated” button.
  6. Choose the “Next” button.

8. Choose whether you want to set up another Prorate and Fuel Tax (PRFT) account, such as an IFTA or dyed diesel account:

  1. If you want to set up another account, choose the “Yes” button. You can find more guides on our [guide parent page link with title] page.
  2. If you’re finished setting up PRFT accounts, choose the “No” button.

9. Verify your information and then choose the “Submit” button. On the confirmation screen, you can either choose “Continue” to return to your dashboard or “Print” to print your confirmation.

Set up a dyed diesel account as a service agent

  1. In the dropdown menu under “Select account type to start registration,” select “Dyed Diesel” and then choose the “Next” button.
  2. Read the “New Account Registration” instructions, then choose the “Next” button.

1. If the taxpayer is a nonprofit, you’ll need to indicate their organization’s type. If the taxpayer is a government agency, skip to step 4:

  1. If you’re registering on behalf of the American Red Cross, choose the “American Red Cross” option.
  2. If you’re registering on behalf of any other nonprofit, choose the “Non-Profit Organization” option.
  3. Choose the “Next” button.

2. License Express will pre-fill the address you entered when you set up the taxpayer’s account.

Indicate whether the taxpayer’s physical, mailing, and location of records addresses are all the same. In most cases, this will match the information you entered while you set up the taxpayer’s License Express account:

  1. If they are the same, choose the “Yes” option and choose the “Next” button. Skip to step 5.
  2. If they are different, choose the “No” option.
  3. If the taxpayer’s mailing address differs from their physical address and License Express didn’t auto-fill the field, navigate to the “Mailing Address” field to enter the correct mailing address.
  4. If the address where the taxpayer stores records differs from their physical address and License Express didn’t auto-fill the field, navigate to the “Location of Records Address” field to enter the address where they store records.
  5. Choose the “Next” button.

3. License Express will pre-fill the contact information you entered while setting up the taxpayer’s account:

  1. If you want to add another contact, choose “Add a Record” and follow steps 5.2 through 5.6. If you don’t want to add another contact, choose the “Next” button and skip to step 6.
  2. In the dropdown menu under “Contact Type,” select who this contact is
  3. Enter their first and last name.
  4. Optional: Add an email address for the contact.
  5. You must enter at least 1 phone number for each contact. In the dropdown menu under “Country,” select the country for the contact’s phone number. License Express will automatically select “USA.”
  6. In the dropdown menu under “Phone Type,” select the contact’s phone number type. Enter their phone number and extension (if applicable).
  7. When you have entered all relevant contacts, choose the “Next” button.

4. License Express will pre-fill your service agent information. Verify that it’s correct.

5. Choose the “Choose or Drop File Here” button and select the signed and notarized power of attorney form from the taxpayer which allows you to conduct business on their behalf. Choose the “Open” button and then choose the “Next” button.

6. Choose whether you want to set up another Prorate and Fuel Tax (PRFT) account, such as an IFTA or dyed diesel account:

  1. If you want to set up another account, choose the “Yes” button. 
  2. If you’re finished setting up PRFT accounts, choose the “No” button.

7. Verify the taxpayer’s information and then choose the “Submit” button. On the confirmation screen, you can either choose “Continue” to return to your dashboard or “Print” to print your confirmation.

After you set up your account

We’ll verify the information you provided. We may contact you with questions at any time while we work to verify your information. Watch your email inbox or your mailbox, depending on the method of communication you chose.

If we don’t approve your account, we’ll tell you why. You can try again once you have the correct information or documents.

File a dyed diesel return

File a dyed diesel return

This guide is for existing customers who have added a dyed diesel account to their License Express account and want to file a dyed diesel return. These customers may include:

  • County, state, and federal agencies
  • Municipalities
  • Nonprofit organizations

Gather the required information

To file a dyed diesel return in License Express, you’ll need:

  • Tax returns (or other documents) that show all the gallons of dyed diesel your organization purchased and used in exempt vehicles and/or equipment over the past 5 years
  • License plate numbers for all vehicles claiming power take-off (PTO) credits
  • Optional: Our Washington Power Take-Off (PTO) Schedule, if you want to upload your PTO information instead of letting License Express calculate it

When to file your dyed diesel return

To file your return on time, submit it online or by mail or fax by 5:30 p.m. Pacific Standard Time (PST) on the due date for the current tax return quarter.

The table below shows these due dates. For example, if it’s August, your return is due at 5:30 p.m. on October 25.

If you submit your return after 5:30 p.m., it may not post to your account until the following day.

If one of these dates is a Sunday or holiday, your return will be due on the next business day.

When to pay taxes

If you owe taxes after filing your dyed diesel return, you can learn how to pay online through this guide, or you may mail a check to:

Like the dyed diesel return, taxes are due by 5:30 p.m. Pacific Standard Time (PST) on the due date for the current tax return quarter. The due dates are also the same as those for your tax returns. For details, see the table with filing quarters and due dates.

If you pay after 5:30 p.m., it may not post to your account until the following day.

There is a penalty fee for late payments. The amount of this fee depends on when you file your return.

The table below shows the late payment fees. For example, if it’s September and you file a return for $100 in taxes on:

  • October 31, at 5:30 p.m., then you’ll owe a 10% fee—or $110
  • November 1, at 5:30 p.m., then you’ll owe a 10% fee plus 1% interest per month—or $121

After you finish filing online, you don’t need to mail your return. In fact, doing so may make it take longer to process your return.

File a dyed diesel return

Follow the steps below to file a dyed diesel return for your government agency or nonprofit organization.

At any time, you may choose the “Save Draft” button to save your progress and continue later.

1. Log onto your License Express account. You may need to complete multi-factor authentication (MFA).

2. On the “Summary” page, find the “Account” heading. Then choose “View Returns.”

3. Under the “Returns” heading, choose “File Now.”

4. On the “File Your Dyed Diesel Return” screen, you can review what you’ll need. After you have submitted your return and we have processed it, you’ll see an “Amend” button on the top right of this screen. You can choose this button to make changes.

5. Choose the “Next” button.

6. Under “Operations,” indicate whether your organization had operations during the filing period:

  1. Choose the “Yes” option if you had operations.
  2. Choose the “No” option if you didn’t have operations.

7. At this stage, you can choose to cancel your dyed diesel license. This means the account will no longer be valid after you file your return. All cancellations go into effect on the last day of the month:

  1. To keep your dyed diesel license, choose the “Next” button. Skip to step 8.
  2. To cancel your dyed diesel license, choose the “Yes” button.
  3. In the dropdown menu under “What is the last date of operations?,” enter or select a date. The date should be the last day of the last month you’ll operate.
  4. Choose the “Next” button.

8. Your next step depends on whether your organization had operations during the filing period:

  1. If your organization didn't have operations during the filing period, skip to step 9.
  2. If your organization had operations during the filing period, skip to step 12.

9. Review the taxes you owe or the refund we owe you based on the information you have provided. If you didn’t have operations during the filing period, all the numbers will be 0.

10. Choose the “Submit” button.

11. If you didn’t have operations during the filing period, you’re now finished with this transaction. You can exit this guide and go back to your License Express dashboard.

12. We’ll need the following information for each vehicle and/or piece of equipment you want to report on your return:

  • License plate number (if applicable)
  • PTO type
  • Total miles
  • Total fuel used (gallons)
  • AMPG
  • WA taxable miles
  • WA taxable gallons
  • Credit factor %
  • Credit gallons

Under “Would you like to import your WA PTO from an excel file?,” indicate whether you want to import information or have License Express calculate it:

  1. If you want License Express to calculate your information, choose the “No” option and then choose the “Next” button. Skip to step 13.
  2. To upload your own information, choose the “Yes” option.
  3. Choose the “Upload Return” button and select your completed dyed diesel power take off template.

    After you attach your file, the message “data uploaded” will appear below the “Upload Return” button.
  4. Choose the “Next” button.

13. Under the “Inventory” heading enter the following:

  1. Under “Beginning Inventory,” enter the gallons of dyed diesel your organization had in Washington state bulk storage at the start of the filing quarter. This amount must be the same as the ending inventory you reported on your previous dyed diesel return. If your organization had no dyed diesel at the start of the filing quarter, check the box next to “I had no beginning inventory.”
  2. Under “Ending Inventory,” enter the gallons of dyed diesel your organization had in Washington state bulk storage at the end of the filing quarter. If your organization had no dyed diesel at the end of the filing quarter, check the box next to “I had no ending inventory.”

14. Under the “Schedule A - Dyed Diesel Fuel Received” heading, enter the following:

  1. Under “A1. Dyed Diesel purchases,” enter the gallons of dyed diesel your organization purchased during the reporting period for this filing quarter.
  2. Optional: Under “A2. Other,” enter the gallons of dyed diesel you received through other means. Then under “Explain,” tell us where you received it from.
  3. Under “Total dyed diesel received (line A1 + line A2),” License Express will automatically calculate the total gallons of dyed diesel.

15. Under the “Schedule B - Tax-Exempt Gallons Used” heading, enter the following:

  1. Under “B1. Gallons used in exempt vehicles,” enter the total number of dyed diesel gallons your organization purchased in Washington state and used in exempt vehicles. Examples of exempt vehicles are:
    • Washington state-, county-, or municipality-owned vehicles for street and highway construction and maintenance
    • Publicly owned firefighting equipment
    • Publicly owned urban passenger transportation vehicles
      • Related laws and rules: RCW 82.38, RCW 81.68-70, WAC 308-77
  2. Under “B2. Washington off-highway gallons (used by licensed on-road vehicles),” enter the off-highway gallons of dyed diesel your organization’s licensed vehicles used in Washington.
  3. Under “B3. Gallons used in non-highway equipment,” enter the gallons of dyed diesel your organization put into non-highway equipment
  4. Optional: Under “B4. Other,” enter gallons your organization used for any other tax-exempt purposes. Then under “Explain,” tell us the kind of vehicles/equipment that used these gallons.
  5. Choose the “Next” button.

16. Indicate whether your organization is claiming power take-off (PTO) credit. If you're not claiming PTO credit, choose the “Next” button and skip to step 18.

17. If you’re claiming PTO credit, enter the following information for each qualifying vehicle:

Note: If you uploaded a PTO schedule file earlier in this process, License Express will auto-fill this information.

  1. Enter the vehicle license plate number.
  2. In the dropdown menu under “PTO Type,” select the vehicle type.
  3. Enter the total miles the vehicle operated.
  4. Enter the total fuel the vehicle used.
  5. License Express will automatically calculate the average miles per gallon (AMPG) for the vehicle based on the information you enter.
  6. Enter the total miles this vehicle operated on Washington public roads during the filing tax quarter.
  7. License Express will automatically calculate and fill in the taxable gallons for the vehicle.
  8. License Express will automatically calculate and fill in the credit factor based on the vehicle PTO Type.
  9. License Express will automatically calculate the credit gallons.
  10. Choose the “Next” button.

18. License Express will show numbers you entered and the ones it automatically calculated.

Optional: Check the box next to “Sales tax credit/due (see instructions)” if you want to enter your own sales tax credit. You'll need to upload supplemental sales tax information.

19. Choose the “Next” button.

20. Under “Attachments,” indicate whether you want to submit files with your return:

  1. If you don’t want to upload any files, choose the “No” option and then choose the “Next” button. Skip to step 21.
  2. If you chose to enter your own sales tax credit or have other files to attach, choose the “Yes” option.
  3. In the “Attachment” column, choose the “Choose File or Drop Here” button to upload your file. In the “Attachment Type” column, describe what your document is.
  4. To attach another file, repeat steps 20.2 through 20.3. When you’re finished, choose the “Next” button.

21. Review the information about your return. The "Total Due” is total tax you owe. If you qualify for a tax refund, it will appear under “Refund.”

22. Choose the “Next” button.

23. If you qualify for a tax refund, go to step 24. If you owe taxes, skip to step 25.

24. If we owe you a refund, you can decide whether you want us to mail you a check or deposit the refund into your bank account.

25. Indicate how you want to pay your taxes:

  1. Choose the "Bank Account” option to pay with your bank account number and routing number.
  2. Choose the “Credit Card” option to pay using your credit card details. Note: We’ll also charge a 3% fee.
  3. Choose the “Pay Later” option to submit your return now and pay your taxes later. To make sure you submit and pay on time, check the tables for filing quarters and due dates and late payment fees.
  4. After choosing an option, choose the “Next” button.

26. Your next step will vary depending on which payment option you chose:

  1. If you chose to pay by bank account, skip to step 27.
  2. If you chose to pay by credit card, skip to step 28.
  3. If you chose to pay later, skip to step 29.

27. Under the “Pay with Bank Account” heading, enter the following information:

  1. Enter the amount of taxes you want to pay under “Amount” and “Confirm Amount.”
  2. Enter your bank’s routing number. If you need help finding it, see the image under the “Example Check” heading.
  3. Enter your bank account number. If you need help finding it, see the image under the “Example Check” heading.
  4. Confirm your bank account number by reentering it.
  5. Indicate whether your bank account is a “Checking” or “Savings” account by choosing the appropriate option.
  6. Next to “Save for future use,” indicate whether you want License Express to save your information for future payments. Choose between the “Yes” and “No” options.
  7. Toggle the “Certify” option to confirm your bank account information is correct.
  8. Choose the “Submit” button.

28. Under the “Pay with Credit Card” heading, enter the amount you want to pay. Choose the “Submit” button.

29. On the “Confirmation” screen, you'll see a confirmation number. Keep this number in case you need to contact us for help.

When we finish processing your return, we’ll post the return to your account.

30. You can either choose the “Continue” button to go back to your dashboard or the “Print” button to print your confirmation page.

After you file your dyed diesel return

We’ll verify the information you provided. We may contact you with questions at any time while we work to verify your information. Watch your email inbox or your mailbox, depending on the method of communication you chose.

If we need changes, we’ll tell you why. You can try again once you have the correct information or documents.

We may review and correct your return. This includes making changes to the “Total Due” amount. If we make any changes, we'll notify you by phone, email, or mail. You can view changes to your tax return in License Express.

If your return is overdue and you pay before we process the return, check License Express after we process it to make sure your payment went through.

Amend (change) dyed diesel returns

Amend (change) dyed diesel returns

This guide is for existing customers who have already submitted a dyed diesel return and want to amend (change) it. These customers may include:

  • County, state, and federal agencies
  • Municipalities
  • Nonprofit organizations

Gather the required information

You can amend (change) a return that was due within the last 3 years. For example, if you were supposed to file a return in 2025, you can amend (change) that return from 2025 to 2027.

To amend (change) a dyed diesel return in License Express, you’ll need the following information from the filing period of that return:

  • Tax returns or other documents showing all the gallons of dyed diesel your organization purchased and used in exempt vehicles and/or equipment
  • Information from your Washington Power Take-Off (PTO) Schedule (if applicable)
  • License plate numbers of all vehicles you included in your Washington PTO Schedule
  • Confirmation code for the return you filed

When to file or amend (change) your dyed diesel return

Amend (change) a dyed diesel return

2. On the "Summary” page, find the “Account” heading. Then choose “View Returns.”

3. Under the “Returns” heading, choose “View or Amend Return.”

4. Choose “Amend”:

  1. Optional: Under “File Your Dyed Diesel Return,” you can review the instructions for filing your dyed diesel return.

5. Above “Total Due,” you can see the taxes you owe. Choose the “Next” button.

6. You’ll now see many of the same screens you reviewed when filing your dyed diesel return. You’ll need to go through the following screens, even if you don’t need to make changes to all of them:

  • Operations
  • Import
  • Schedules
  • Power Take-Off Schedules
  • Dyed Diesel
  • Attachments
  • Return Summary

If a screen doesn't need updates, choose the “Next” button to continue.

If a screen needs updates, enter the correct information and then choose the “Next” button.

7. Review the information about your return. Then choose the “Submit” button.

8. On the “Confirmation” screen, you'll see a confirmation number. Keep this number for your records. You’ll need it to access this return.

When we finish processing your return, we’ll post the return to your account.

9. You can either choose the “Continue” button to go back to your dashboard or the “Print” button to print your confirmation page.

10. In most cases, License Express will update your return as soon as you finish amending (changing) it.

However, we sometimes need to review and approve amendments (changes). If so, the page for your return will show a banner that says an amendment (change) is pending. 11. If you owe taxes after amending (changing) your return, you can read about how to make a payment.

If we owe you a refund, you’ll be able to choose whether you want to receive it by mail or electronically.

After you amend (change) your dyed diesel return

We’ll verify the information you provided. We may contact you with questions at any time while we work to verify your information. Watch your email inbox or your mailbox, depending on the method of communication you chose.

If we need changes, we’ll tell you why. You can try again once you have the correct information or documents.

Pay a dyed diesel violation or notice of assessment

This guide is for customers who have received a notice of assessment (NOA) for one of the following:

  • Dyed diesel or biodiesel you used in registered vehicles that drove on Washington highways
  • Washington fuel tax you underpaid

If you’re a service agent acting on behalf of someone who has received an NOA letter, you can follow the same instructions as the taxpayer.

Gather the required information

To pay a dyed diesel violation or notice of assessment in License Express, you’ll need:

  • The Letter ID in the upper right corner of the NOA letter we sent you
  • Your bank account and routing numbers or your credit card number, depending on how you want to pay the fee

If you don't have your NOA letter, email us at DOL-PRFTCompliance@dol.wa.gov to get help finding your Letter ID.

Pay a dyed diesel violation or notice of assessment

Follow the steps below to pay a dyed diesel violation or notice of assessment:

1. Go to the Washington State Department of Licensing website.

2. Under the “Online Services” heading, choose the “Get it done online” button.

4. Choose the “Bill Item” option.

5. Choose the “Next” button.

6. Enter the Letter ID. Make sure to type the letter “L” and the numbers that follow with no spaces in between.

7. Choose the “Next” button.

8. Check the fees you owe for the dyed diesel violation or notice of assessment in the “Available Balance” column.

9. You may pay the full amount or part of the fees:

  1. To pay the full amount, enter the amount from the “Available Balance” column in the “Enter Amount” column.
  2. To pay less than the full amount, enter how much you’ll pay in the “Enter Amount” column.

10. Under the “Payment Details” heading, License Express will auto-fill the amount you entered. Choose the “Next” button.

11. Review the amount you’ll pay, then choose the “Next” button.

12. Indicate how you want to pay:

  1. To pay with a bank account, choose the “Bank Account” option and choose the “Next” button. Skip to step 13.
  2. To pay with a credit card, choose the “Credit Card” option and choose the “Next” button. Skip to step 14.

13. Under the “Pay with Bank Account” heading, you must enter the following information:

  1. License Express will auto-fill the amount you chose to pay.
  2. Enter your bank’s routing number. If you need help finding it, see the image under the “Example Check” heading.
  3. Enter your bank account number. If you need help finding it, see the image under the “Example Check” heading.
  4. Confirm your bank account number by reentering it.
  5. Indicate whether your bank account is a “Checking” or “Savings” account by choosing the appropriate option.
  6. Toggle the “Certify” option to confirm your bank account information is correct.
  7. Choose the “Submit” button.

14. Under the “Pay with Credit Card” heading, confirm the amount you want to pay. Choose the “Submit” button.
