ESHB 1878 Improving Young Driver Safety passed in 2025. It has several requirements that we're implementing over the next 6 years. To ensure the changes have the intended impact, the we're working to collaborate with:
- Customers.
- Families.
- Industry partners.
- Other impacted entities.
Part of this work required by law is rulemaking. We'll conduct this specific rulemaking series to establish or update the following requirements:
- Expanded age requirements for driver education
- Financial assistance using vouchers for driver training education
- Behind-the-wheel learning standards and hardship allowances
- Self-paced online classroom
- Electronic translation device policies
- Technical cleanup for clarity and consistency

Later this year, we’re holding a series of listening sessions for EHSB 1878. The purpose of these listening sessions is to:
- Share a brief overview of the bill.
- Share draft rule language, including what was changed and why.
- Gather stakeholder feedback.
