Pay a dyed diesel violation or notice of assessment

This guide is for customers who have received a notice of assessment (NOA) for one of the following:

  • Dyed diesel or biodiesel you used in registered vehicles that drove on Washington highways
  • Washington fuel tax you underpaid

If you’re a service agent acting on behalf of someone who has received an NOA letter, you can follow the same instructions as the taxpayer.

Gather the required information

To pay a dyed diesel violation or notice of assessment in License Express, you’ll need:

  • The Letter ID in the upper right corner of the NOA letter we sent you
  • Your bank account and routing numbers or your credit card number, depending on how you want to pay the fee

If you don't have your NOA letter, email us at DOL-PRFTCompliance@dol.wa.gov to get help finding your Letter ID.

Pay a dyed diesel violation or notice of assessment

Follow the steps below to pay a dyed diesel violation or notice of assessment:

1. Go to the Washington State Department of Licensing website.

2. Under the “Online Services” heading, choose the “Get it done online” button.

4. Choose the “Bill Item” option.

5. Choose the “Next” button.

6. Enter the Letter ID. Make sure to type the letter “L” and the numbers that follow with no spaces in between.

7. Choose the “Next” button.

8. Check the fees you owe for the dyed diesel violation or notice of assessment in the “Available Balance” column.

9. You may pay the full amount or part of the fees:

  1. To pay the full amount, enter the amount from the “Available Balance” column in the “Enter Amount” column.
  2. To pay less than the full amount, enter how much you’ll pay in the “Enter Amount” column.

10. Under the “Payment Details” heading, License Express will auto-fill the amount you entered. Choose the “Next” button.

11. Review the amount you’ll pay, then choose the “Next” button.

12. Indicate how you want to pay:

  1. To pay with a bank account, choose the “Bank Account” option and choose the “Next” button. Skip to step 13.
  2. To pay with a credit card, choose the “Credit Card” option and choose the “Next” button. Skip to step 14.

13. Under the “Pay with Bank Account” heading, you must enter the following information:

  1. License Express will auto-fill the amount you chose to pay.
  2. Enter your bank’s routing number. If you need help finding it, see the image under the “Example Check” heading.
  3. Enter your bank account number. If you need help finding it, see the image under the “Example Check” heading.
  4. Confirm your bank account number by reentering it.
  5. Indicate whether your bank account is a “Checking” or “Savings” account by choosing the appropriate option.
  6. Toggle the “Certify” option to confirm your bank account information is correct.
  7. Choose the “Submit” button.

14. Under the “Pay with Credit Card” heading, confirm the amount you want to pay. Choose the “Submit” button.

After you submit your payment

We’ll verify the information you provided. We may contact you with questions at any time while we work to verify your information. Watch your email inbox or your mailbox, depending on the method of communication you chose.

If we can’t process your payment, we’ll tell you why. You can try again once you have the correct information or documents.
