Request an abandoned RV reimbursement

This guide provides the steps for Registered Tow Truck Operators (RTTOs) and Wreckers that have the functionality in their account to request an abandoned RV reimbursement.

Please refer to WAC 308-61 before starting this process.

Part 1: Gather the required information

You’ll need all the following information to make your request:

  • Vehicle information
  • Phone number
  • Fax number
  • Email
  • Date of when abandoned and stored
  • Cost Incurred

Part 2: Request an Abandon RV Reimbursement

Registered Tow Truck Operators (RTTOs) and Wreckers have the functionality in their account to request an abandoned RV reimbursement.

  1. After you log in to your License Express account, you will need to enter the Multi-Factor Authentication (MFA) code you received in your email and choose the “Submit” button. Secure Access Washington (SAW) sends the MFA codes to the email associated with your account.
  2. Decide if you want SAW to remember the device you’re using. Don’t check the box if you’re using a public computer or one that you share with anyone else, and choose the “Submit” button.
  3. From the main dashboard of your License Express account choose the “Abandoned RV Reimbursement” hyperlink.
  4. Now you can decide to select “Yes” or “No” from the “Can you provide a VIN or plate” dropdown menu, and then choose the “Next” button to complete the applicable process below:

Yes

If you choose “Yes,” you will need to choose one of the following:

  1. Choose the “License Plate” button, enter the Plate number, and Last 4 digits of the VIN.
  2. Choose the “VIN” button and enter the full VIN number.

No

If you choose “No,” complete the following steps:

Note: Your request can be denied without valid proof documents.

  1. Select the appropriate option from the “Vehicle type” dropdown menu.
  2. Select the appropriate option from the “Use type” dropdown menu.
  3. Enter the Year, Make, and Model.
  4. Select the appropriate option from the “Body style” dropdown menu.
  5. Select the appropriate option from the “Country” dropdown menu, if applicable.
  6. Select the appropriate option from the “State” dropdown menu or choose the “Cannot determine state” checkbox, if applicable.
  7. Enter the Plate, if applicable.
  8. Choose the “Next” button.
  9. Enter the Phone number and Fax number, if applicable.
  10. Enter the Email and Confirm the Email.
  11. Choose the “Next” button.
  12. Enter the Date stored, and Date abandoned.
  13. Enter the Stock yard number.
  14. Enter the Acquired from and Date acquired.
  15. Choose the “Next” button.
  16. Enter Dismantling/Disposal amount or choose the “No amount” checkbox.
  17. Enter Storage amount or choose the “No amount” checkbox.
  18. Enter a Towing/Transport amount or choose the “No amount” checkbox.
  19. Here you will enter the Vehicle length and any Other Amounts and Other Amount Descriptions that are applicable to the reimbursement.
  20. Choose the “Next” button.
  21. Choose the “Upload” hyperlink to attach a copy of your business license certificate issued by WA Department of Revenue, in the business license row and do the following:
    1. Enter a Description
    2. Choose the “Choose File” button
    3. Select the applicable file
    4. Choose “Open,” and choose “OK.”
  22. Choose the “Next” button.
  23. Now, select “Yes” or “No” to the following Acknowledgment questions:
    1. Was the RV a public impound?
    2. Did the RV receive any bids at auction?
    3. Is the last registered owner unknown?
    4. Was the RV declared abandoned or junk by a law enforcement agency?
  24. You must choose the “I certify under the penalty of perjury under the laws of the State of Washington that the foregoing is true and correct” checkbox, if you agree, and then choose the “Next” button.
  25. After reviewing the summary, you can choose the “Submit” button to continue or the “Previous” button to make changes.
  26. You can now choose the “Print” button to print your transaction confirmation or choose the “Continue” button to return to your account.

Request access to an abandoned vehicle reporting account

This guide provides the steps for Vehicle business customers to register for a new License Express for Business account with the Department of Licensing (DOL).

You need to register for your own business account. If you already have one, you can request to add new services to your existing account. Each business is allowed one account administrator with as many managers and employees as needed.

Part 1: Gather the required information

To request access to an abandoned vehicle reporting account you’11 need the following information:

  • UBI
  • RTTO number
  • Copy of business license

Part 2: Create a username and password for License Express

First, you must create a License Express account for yourself.

  1. Go to the License Express login page and choose the “Create account” button.

  1. Choose the “License Express for business” option and choose the “Next” button.
  2. Enter your “First name” and “Last name” and then choose the “Next” button.
  3. Enter the “Username” you want to use.
  4. Enter your “Email” and “Confirm email”. Choose the “Next” button. We will send an email to that address with a link to activate your account.

Note: If necessary, you can set up other License Express accounts using the same email address in the future.

  1. Enter your “Password” and “Confirm password” that you want to use and choose the “Create account” button. The page will show a confirmation message.
  2. Open the link in the email we sent you. Check your junk or spam folder if you do not see the email.
  3. Enter the “Username” and “Password” you just created and choose the “Log in” button.

Part 3: Set up MFA

After you log in, we will automatically redirect you to SecureAccess Washington (SAW) to set up multi-factor authentication (MFA). We require this to help protect your identity and prevent fraud.

  1. Go to the License Express login page and enter your Username and Password and then choose the Login button.

  1. Under “Choose Method,” choose your email address. You’ll only be able to see part of the address.
  2. You’ll get an email from SAW with a verification code. Enter the last 6 digits of that code in the field after the dash and choose the “Submit” button.
  3. Decide if you want SAW to remember the device you’re using. Don’t check the box if you’re using a public computer or one that you share with anyone else. Choose the “Submit” button.

Part 4: Finish setting up your License Express account

At this point, you’ll be logged into License Express for Business. Now you’ll need to provide information for your account. License Express will automatically enter your name and email address.

Part 5: Request Access to an Abandoned Vehicle Reporting Account

The person who applies for the Abandoned Vehicle Reporting account is the account administrator. The administrator handles generating access codes for their managers or employees and managing users who have access to the account. The system allows only one administrator per business. Managers and employees use access codes provided by the administrator to request access. Codes expire after 24 hours.

Administrator access

  1. Select your phone number type from the dropdown menu. This automatically defaults to Business. Enter your phone number and your extension (if applicable). Choose the “Next” button.
  2. Enter your address information: License Express will automatically select “USA” from the country dropdown menu.
    1. License Express will automatically select “USA” from the country dropdown menu.
    2. Enter your street address.
    3. Optional: Enter a second line. Do not add information like apartment or suite numbers here.
    4. Optional: Select a unit type, such as "Apartment,” from the dropdown menu.
    5. Optional: Enter your unit number.
    6. Enter your city.
    7. License Express will automatically select “WA-Washington” from the state dropdown menu. If necessary, select a different state from the dropdown menu.
    8. Enter your zip code.
    9. Choose the “Next” button.
  3. Now you need to verify your address. We might suggest small changes, like abbreviating “avenue” to “AVE” or adding the ZIP+4 digits to your zip code:
    1. If our suggested address is correct, choose that option.
    2. If you want to use the address you entered on the previous screen, choose the “Use the address I entered” option.
    3. Choose the “Next” button.
  4. Next read the access agreement. Once you’ve read the terms, check the box next to “I agree to the terms of service above.” License Express will automatically fill in the date. Choose the “Next” button.
  5. Check your information one more time. If you notice something incorrect, you can use the “Previous” button to make edits. Don’t use the “Back” button in your browser. When all your information is correct, choose the “Submit” button.
  6. The page will show a confirmation code and the time and date when you registered. Keep these for your records. We may ask for them if you ever need to contact us for help. Choose the “Continue” button.
  1. From the main dashboard of your License Express account choose the “More” tab.
  1. Under the “Vehicle Services” heading, choose the “Request access to vehicle-related services” hyperlink.
  2. Under the “Abandoned Vehicle Reporting “heading choose the “Request access to an Abandoned Vehicle Reporting account” hyperlink.

Note: Access codes expire 24 hours after they are created.

  1. Next, select your access level from the “Access level” dropdown menu.
  2. Enter your Unified Business ID (UBI).
  3. Enter your RTTO # and choose the “Next” button
  4. Verify your location and choose the “Next” button to continue past the location(s) section.
  5. Complete the following steps based on your access level:
    1. Choose the “I'm the owner or supervisor” radio button.
    2. Enter your business license expiration date and choose the “Next” button.
    3. Choose the “Upload” hyperlink to attach a copy of your business license certificate issued by WA Department of Revenue, in the business license row and do the following:
      1. Enter a Description
      2. Choose the “Choose File” button
      3. Select the applicable file
      4. Choose “Open,” and choose “OK.”

Manager or Employee access

  1. Choose the “I'm not the owner or supervisor” radio button.
  2. Enter the appropriate answer in the What is your role in the organization field.
  3. Enter your Name and your Phone number.
  4. Enter your Email address and Confirm the email address.
  5. Choose the “Upload” hyperlink to attach a copy of your business license certificate issued by WA Department of Revenue, in the business license row and do the following:
    1. Enter a Description
    2. Choose the “Choose File” button
    3. Select the applicable file
    4. Choose “Open,” and choose “OK.”
  6. Enter the access number provided by your Administrator or Manager.
  7. Choose the “Next” button.
  8. After reviewing the summary, you can choose the “Submit” button to proceed or the “Previous” button to make changes.
  9. You can choose the “Print” button to print the transaction confirmation or choose the “Continue” button to return to the Add vehicle services account page.

Add an impound notice

This guide provides the steps for new customers who have requested access for an Abandoned Vehicle Reporting account and now want to add an impound notice.

Part 1: Gather the required information

To add an impound notice you will need the following information:

  • Vehicle information
  • Impound Address/Location
  • Date Impounded,
  • Time Impounded
  • Start and End dates
  • Authorizing Agency or Person
  • Impound information

Part 1: Add an Impound Notice

  1. After you log in to your License Express account, you will need to enter the Multi-Factor Authentication (MFA) code you received in your email and choose the “Submit” button. Secure Access Washington (SAW) sends the MFA codes to the email associated with your account.
  2. Decide if you want SAW to remember the device you’re using. Don’t check the box if you’re using a public computer or one that you share with anyone else, and choose the “Submit” button.
  3. From the main dashboard of your License Express account, choose the “Abandoned Vehicle Inquiry” hyperlink.
  4. You need to choose the “License Plate” or “VIN” button to select the Search Type.
    1. Enter the License Plate number and the last 4 digits of the VIN number, if you selected License Plate.
    2. Enter the VIN number, if you selected VIN.
  5. Choose the “Next” button.
  6. Verify the vehicle information and choose the “Next.” button.
  7. After reviewing the vehicle information, you can choose the “Print Report Details” button to print the information displayed and choose the “Next” button.
  8. Next, choose the “Add Impound Notice” hyperlink and then choose the “Next” button.
  9. Here you want to complete the impound notice details in the following sections:
    1. Enter the Impound Address/Location, the Date Impounded, and then enter the Time Impounded.
    2. Select the appropriate option from the “AM/PM” dropdown menu.
    3. Enter the Authorizing Agency or Person.
    4. Choose the “Yes” or “No” button for the following questions:
      1. If the vehicle is not redeemed within 120 hours, it will be processed as abandoned and sold at auction question.
      2. Suspended driver license - the vehicle will be held at the direction of law enforcement question. Enter number of days held, if answering yes.
      3. Security deposit required by the towing firm question.
    5. Enter the Impound Charge.
    6. Enter the Daily Storage Charge.
    7. Enter the Tow Ticket, if applicable.
  10. Choose the “Next” button.
  11. After reviewing the summary, you can choose the “Submit” button to continue or the “Previous” button to make changes.
  12. Now, you can choose the “Print” button to print the Vehicle Impound Notice or choose the “Continue” button to return to your Abandoned Vehicle account.

This guide provides the steps for new customers who have requested access for an Abandon Vehicle Reporting Account and now want to add an Abandoned Vehicle Report.

  • Name of police agency storing
  • Date abandoned

Part 2: Add an Abandoned Vehicle Report

  1. After you log in to your License Express account, you will need to enter the Multi-Factor Authentication (MFA) code you received in your email and choose the “Submit” button. Secure Access Washington (SAW) sends the MFA codes to the email associated with your DAPS account.
  2. Decide if you want SAW to remember the device you’re using. Don’t check the box if you’re using a public computer or one that you share with anyone else
  3. From the main dashboard of your License Express account choose the “Abandoned Vehicle Inquiry” hyperlink.
  4. You will need to choose the “License Plate” or “VIN” button to select the Search Type.
    1. Enter the License Plate number and last 4 digits of the VIN.
    2. Enter the VIN number, if you selected VIN.
  5. Choose the “Next” button.
  6. Verify the vehicle information and choose the “Next” button.
  7. After reviewing the vehicle information, you can choose the “Print Report Details” button to print the information displayed and choose the “Next” button.
  8. Next, choose the “Add Abandoned Vehicle Report” hyperlink and then choose the “Next” button.
  9. Here you want to complete the abandoned vehicle report details in the following sections:
    1. Enter the Police Agency Storing.
    2. Enter the Date Stored.
    3. Enter the Date Abandoned.
  10. Choose the “Next” button.
  11. After reviewing the Summary, you can choose the “Submit” button to continue or the “Previous” button to make changes.
  12. Now, you can choose the “Print” button to print the Abandoned Vehicle Report or choose the “Continue” button to return to your abandoned vehicle account.

This guide provides the steps for new customers who have requested access to an Abandoned Vehicle Report and now want to create an Affidavit of Sale.

Part 1: Gather the required information

To create an Affidavit of Sale you will need the following information:

  • Vehicle information
  • Name of purchaser
  • Purchaser’s driver license number
  • Date vehicle was sold
  • Purchaser’s address

Part 2: Create an Affidavit of Sale

  1. After you log in to your License Express account, you will need to enter the Multi-Factor Authentication (MFA) code you received in your email and choose the “Submit” button. Secure Access Washington (SAW) sends the MFA codes to the email associated with your account.
  2. Decide if you want SAW to remember the device you’re using. Don’t check the box if you’re using a public computer or one that you share with anyone else, and choose the “Submit” button.
  3. From the main dashboard of your License Express account, choose the “Affidavit of Sale” hyperlink.

    1. Enter the License Plate number and the last 4 of VIN number, if you selected License Plate.
    2. Enter the VIN number, if you selected VIN.
  5. Verify the vehicle information and choose the “Next” button.
  6. Complete the following purchaser information:
    1. Enter the Name of Purchaser.
    2. Enter the Driver License Number.
    3. Enter the Date Vehicle Was Sold.
  7. Choose the “Next” button.
  8. Complete the following Purchaser Address information:
    1. Select the appropriate option from the “Country” dropdown menu, if applicable.
    2. Enter the Street Address.
    3. Select the appropriate option from the “Unit Type” dropdown menu and enter the unit, if applicable.
    4. Enter the City, select the State, and enter the Zip Code.
  9. Choose the “Next” button.
  10. Verify the address and choose the “Next” button.
  11. After reviewing the summary, you can choose the “Submit” button to proceed or the “Previous” button to make changes.
  12. Now, you can choose the “Print” button to print the Abandoned Vehicle Affidavit of Sale or choose the “Continue” button to return to your Abandoned Vehicle account.

  1. After you log in to your License Express account, you will need to enter the last 6 digits of the Multi-Factor Authentication (MFA) code you received in your email and choose the “Submit” button. Secure Access Washington (SAW) sends the MFA codes to the email associated with your account.
  2. Decide if you want SAW to remember the device you’re using. Don’t check the box if you’re using a public computer or one that you share with anyone else. Choose the “Submit” button.
  3. From the main dashboard of your License Express account choose the “Search AVR Request” hyperlink.

  2. Enter the License Plate number and the last 4 digits of the VIN number, if you selected License plate and then choose “Search”.
  3. Enter the VIN, if you selected VIN, and then choose “Search.”
  4. To view your letter, you can choose the “View Letters” hyperlink to see the Abandoned Vehicle Affidavit of Sale. Choose the “New Search” button to start a new search.
